Initial recommendation would be to research any number of pre-built JavaScript menus available online.

I hate to answer a question with a question but ...

There are numerous ways to add menus to a web site, it comes down to what you website is made up of. Generally a site is going to be built using any combination of the following: ASP with XML & XSL, PHP & MySQL, JSP and Java -- all of these will generate some form of HTML/JavaScript which is presented to the browser. Using a JavaScript menu solution is your most flexible and is easily incorporated into the above technologies allowing for dynamic menu creations.

If you provide more specifics I can post something may be able to use.

I have used a number of different ones for various sites, including writing my own, and I find this one works pretty well.

Chas - the folks over at http://www.projectseven.com make some very nice stuff. You have to pay for their menu systems, but they are quite nice compared to many that I have seen.
