The original image was duplicated and lightened up with levels. I then used a filter in a program called PhotoImpact that I do almost all my photo editing work in. For commercial work I use PS since the bulk of my clients use that program and this gives them the option to work with files that they have on hand. PI has a filter which is Gaussian Blur, High Pass filter, Low Pass filter and filter strength all in one. I worked on the duplicated photo sharpening some parts and blurring others and then combined the two images together.
