A new plan is in the works to eliminate Barred Owls to help Spotted Owls:

The proposal from the US Fish and Wildlife Service suggests eliminating "larger and more aggressive" barred owls to save the threatened spotted owl.

They have been talking about doing this in BC, Canada for at least 10 years.  Here is an updated article (dated August 2023) on the culling of barred owls in B.C. where they have killed 80 barred owls since 2007.  The decline of the spotted owl continues in Canada.
