I have been trying to reply to a moderator and submitting a photo. I keep being told it's too big and you're restricted to 250k. I know this and have been submitting with the same procedure all along. I reduce the image to 800 on the longest size and then I go into 'save for web and devices' and click on 'optimize for file size' and I choose 250 K and save. Every time I submit the image I get a red message that it can't exceed 250K.
What's my problem?

I always set PS (CS4) to 245k instead of 250, because I found it often made the file just a bit bigger than I specified. Setting it to 245 means that extra bit doesn't cause problems uploading here.
