Hmm.... I would guess Blur>Radial Blur (zoom setting) combined with a layer mask to lessen the effect along the bottom. The white leaves look like PS scatter brushes at a low opacity (probably with a tablet - using pressure sensitivity to control size) and using "screen" blend mode for some of the brush strokes. The color was probably added by putting a gradient on a new layer and changing the blend mode to "color".

I like this a lot and I'm not trying to knock it by figuring out your techniques - I just happen to love pushing pixels. Am I in the ballpark here?

Not even in the parking lot. The only thing that you came close on was use of a Photoshop scatter brush- the leaf shaped brush. Other than that I used completely different techniques than you described - no filters, no added color, no layer mask. Of course the original file wasn't a "straight" shot to begin with.

Your ideas would work just fine though and I'm sure that those so inclined could have a lot of fun following it. I just usually keep it simpler and quicker.
