It's actually a complete redesign - everything about it is different. Hopefully this will fix the extreme focus breathing that the previous lens had. But the biggest thing is going to a fully electronic aperture. The 70-200 VR2, which this replaces, had a very high failure rate of the mechanical aperture mechanism, specifically the aperture control return spring. That failure can not happen with this lens as the mechanical linkage is now gone. The price is completely insane though!
