Very nice behavioral image Mike.  The fish is a nice bonus and you handled the exposure on the wet fur well.  Looks like Sac Refuge?

yes, it's from the Sacramento NWR. Friday was the last good day before all the storms came in and I've never seen so many snow geese. It was a very productive photo day there.

Overall the image is a little busy but not much you could do about where he chose to eat the fish.. Love the behavior and subject.. Perhaps a bit of CW rotation?? Well done Mike!

Someone mentioned it is a bit "busy", but I like the natural setting for this otter, and of course the fish is a bonus. A slight crop off the bottom might focus on the otter a bit more and reduce the "busy-ness". But it's a charming picture.
