I cranked up the USM to the point where I began to see a little halo effect:

Beautiful light on the mountain. Again, lacks critical sharpness. Are you forgetting USM in your workflow

MUCH better! My guess is that you are getting a little bit of camera shake induced blur with the longer exposures and it takes a lot of sharpening to give the appearance of a sharp shot.
