I'm looking for a P&S camera for my brother, the more bare bones in features, the better.  (He doesn't have a smart phone.)  He's been using a small, nearly feature-absent Pentax point-and-shoot for years, mainly to photograph household pets, but it has bitten the proverbial dust. I'm looking for something that's as easy to use and handle (it can't be too small--he has issues with tremors and would have a very hard time handling and operating a tiny camera) as possible, with as low a price tag as possible.

I've never been particularly up on the P&S camera category, but these days, with models rapidly dying, I know next to nothing about them.  A cursory search for reviews took me to a list of models that were too expensive and/or feature-rich, and an Amazon-based search turned up tons of models from brands I'd never heard of.

So, if anyone has a recommendation, I'd be most grateful.

May be too small, but there are "rugged and waterproof versions", like the Olympus:

I've used a variety of point and Shoots. I'm currently using the Sony RX10 Mark 4 ( 24-600 zoom) that is kind of bulky and $1700.00. I also carry a Panasonic ZS-80 with 24-720 zoom for general misc and cost a little over $400.00 but it's not very good in low light. I will soon be replacing it with a Fuji XT-30 II at around $900.00 plus cost of whatever lens I get. ( I had a XT 30 before and sold it. I liked the quality of photos I got from it.) The Sony RX100 Mark VII is a good point and shoot with 24-200 zoom at around $1400.00, and photo quality is better than Panasonic. it's kind of small, but not too bad.You can compare some here, and Mark Galer has a great video on the Sony RX100 Mark 7.  https://www.cameralabs.com/best-point-and-shoot/

And the Sony a-6000 is still a good camera at a good price. https://acephoto.net/cameras/mirrorless/sony/sony-alpha-a6000-mirrorless-digital-camera-with-16-50mm-lens-black/

If he wants it small, probably your best bet is one of the Sony RX100 models.
