One can clearly see from this image that almost certainly Cecil was targeted. Everyone knew he was around and hunting on private land that butts to parks with wildlife is an animal killers favorite trick and deception. So easy to kill animals habituated to human presence and of course these thugs knew it. No doubt to my mind they all are complicit in a crime of the law.
