Common Murre

I found this poor soul lying on the beach not looking happy at all. In spite of there being a fair number of people around it didn't move. After a while it stood up, but didn't otherwise move. I thought it was unusual to find a Murre on the beach in addition to it's not looking well.
It wasn't until I got home and had a better look at the image that I noticed what looks like oil on it's feathers.
