I have a trip to Bosque planned for December 9th-12th and as part of that trip I plan to try and photograph at night at the VLA.  I know the Festival of the Cranes  has at least 1 evening trip to the VLA.  If I can't register for one of those trips can I photograph the VLA after dark from the parking lot outside the facility?  What is the best area to set up and do night VLA photogaphy?  Will I need some type of permit?  Any help is appreciated.  Thanks

According to a link within that page, $5000.00 per hour during closed times.

It may be possible to take photos from the highway through the VLA. The dishes are often on both sides of the highway.

Thanks Joe, I needed to be more specific, I was planning on taking photos from the highway. I have two images in my head, one with the VLA dish having the sun set behind it and the other with star trails rotating around. Both images depend on the clarity of the night sky. We shall see.
