As noted on DPReview, the new Nikkor 17-28mm f2.8 seems to be based on a Tamron design.....good news to have more affordable Z mount options in any case ;)

It is exactly the Tamron lens formulation so yes it is a Tamron lens with the Nikon Z-mount just like the 28-75 f/2.8 Z-mount lens.
