I carry mine in my carry on, but it might be an issue for heavier batteries like those used in drones.

I don't think this is a new rule. We fly a lot and are constantly reminded that Li batteries must be hand carried and the contacts must be covered to prevent shorting out. It is one reason laptops are not allowed in checked luggage.

They've been banned for passengers for a long time. This rule simply makes it not legal for passenger planes to carry lithium batteries as cargo - for example, a company can't ship a lithium battery item via USPS air mail which uses passenger jets to carry a lot of mail.
