Edith Cavell 2017 Restricted access

For those planning a trip to Jasper National Park and more specifically Mt. Edith Cavell;

Be advised that a limited access permit system has been implemented this year.  A total of 180 vehicle permits will be allotted per day.
Permits are free but will be issued on a first come first serve basis and are non-reservable.
Also note that the Cavell access road will be closed between 8pm and 8:30am.

Probably a good move for them to put this in place, with the expectation of much increased tourism in the mountain parks this year.

I'm curious--what's the reason given by Parks Canada for this limitation?  Are they working on the Cavell road?  Those road restriction times will make it impossible to photograph sunrise or sunset at Cavell this year.

Edit:  Posted my note before I saw Royce's contribution  Sounds necessary, but will be a real hassle re access this year.  Fortunately for visitors, there are countless other interesting places in the area..

True, no sunrise / sunset access this year. (Unless cycling up before / after hours would be permitted? That's unclear from the info given.) Seems like a necessary hit to deal with the construction up top, while at the same time throttling the expected much higher than normal level of visitors while construction is on-going...

That would be a tough ride up (and a near constant brake on the way down).  I'm guessing they don't want anyone on that road in any form during the restricted hours, given that they're saying that the gate will be closed.
