So, I understand the non-paid members not being able to post on certain boards, but when you remove that capability, apparently you also remove the "Mark topics as read" button as well.

See, I've looked at the "Workshops, Tours and Events" page and read everything that appeals to me, but it will always show as "New Posts" on the main page because I can't "Mark topics as read" like I can on this subforum.

Care to fix?

(Guessing asking for the Oxford comma to be added to the "Workshops[...]" title while you're at it a little too much, eh?)

Yes, the missing "mark topics as read" button looks like a bug in the interface. I've flagged it for the dev team to look at...

Should be fixed now. You might need to do a 'force reload' to refresh your browser's cache. Usually just holding down shift and reloading will be enough. In the case of tablets I think you'd just delete the entire cache.
