I understand the business necessity of getting a strong consumer base, but I would think getting solid higher-end models in the line up would be just as important.

While I agree they need the rumored high end camera, what they need more is cash and the low end cameras outsell the high end ones by many multiples.  Look at D3xxx vs. D8xx sales over the years.  The D3xxx series sells at about 8 times the rate of the D8xx series (based on sales figures through 2019).  For a company that is under substantial financial strain, the strategy makes sense.

I understand that, but at the same time, they seem to be losing ground to their competitors in the meantime. A solid high-end body would help. 
As an aside, I wonder how much longer the low-end consumer bodies will matter? Will smartphones just erase that part of the market entirely and we'll only see mid-range and high-end cameras in the future? If so, it'll be tough on manufacturers.
