Hopefully EJ can help. I'm not a Nikon person but a friend is looking at either a Tamron SP15-30 f2.8 or Nikon 16-35. f4 any input on quality issues between the two would be great.

The Tamron is the much better lens!  And I do mean MUCH better.
Here is a write up that includes that lens on third party wide zooms that will give you more info:

Also if you go to my website www.ejphoto.com and click on Newsletter and then select whatever the most current one is and scroll towards the end of it, you will see a summary of what the best lenses are for almost every lens category for Canon, Nikon and Sony FE - these are determined through a combination of my own testing and only the most highly trusted lens test organizations.
