No -1/3 is not 1/3 of ambient - it is 1/3 stop less than a 0 metered flash exposure via the TTL system.

Digital is very sensitive to even the slightest overexposure so -1/3 stop compensation should be cosidered a base ambient flash exposure.

Very nice picture and the lesson about flash is also very interesting. Since those pelicans grow that huge horn probably related to hormonal issues and then fall off after breeding seasons, this is also very interesting because there are certain benign brain tumors in females that grow more during states of high hormonal levels.
