Looks like he just left a kill. Everything looks good. This would be a rockstar if he looked over right at you!!
I shoot a lot of harriers and I use a high pitched varmint call or a squeak from my mouth to get their attention as they fly by, or fly off.
Try it, as they fly by so often with their head down hunting. Well done
