Eagle is looking up to see if another eagle flying overhead is going to steal the food. It was raining hard.

Ludo, the streaks of rain really create a special mood in this image. And good for you to pursue your photography in such conditions. Great pose of the eagle looking upward, and super detail. More important, you captured feeding behavior. Great job!
