Cynthia,  It's not that unusual for juveniles to tolerate each other.  When an adult White-tailed Hawk comes around, everything gives it some space--including Harris's Hawks.  For some reason, the bird that is tolerated best by all is the Black Vulture.  In fact, Caracaras will often preen Black Vultures.  I'll work on getting some photos of this interaction this Fall.
