Its the end of the dry season.  Not much food or water around.  The bigger elephant herds have broken into smaller groups. This mom and baby are on their own and have come to one of the few remaining waterholes.

Probably more pertinent is mum is agitated and in threat display mode.

She's being so protective of that calf, probably pretty vulnerable at the water hole assuming that it's concentrating the animals to the one location.

She also doesn't look in very good condition, from what you say that could be due to lack of nutrition for herself, while having to feed her calf.

She is definitely in relatively poor condition as there is very little food left.  The breeding herds have broken up and she was on her own with her calf.  Tough time now to be a nursing mom with a small calf. Everyone now has to fend for themselves. She wasn't agitated but wary.  Her ears are moving as it was extremely hot and she was flapping them to cool herself down.  Hopefully it will rain soon and when that happens there is an almost instantaneous change in the vegetation.

Great shot illustrating the tough conditions these animals are enduring.
