Sea Lion at La Jolla Cove, S California.
Note the ligature around his neck, likely from an irresponsibly discarded rope or plastic junk. Thankfully, It doesn't seem to be interfering much with a decent life. Human trash can be deadly for wildlife.

I took another image of a much smaller, light-colored  sea-lion a few years ago, in the exact same place with the same type of noose. This may be the same critter.

Thank you for the explanation about the ligature.
Regardless, a very appealing shot, and glad that he/it is “chilling” on the shore like he/it should be doing on your wonderful coastline.

+1. Great environmental photograph, Sandy. Thanks for sharing this one. It tells the story about our environment very well.

A sad sight, Sandy. If a noose like this doesn't strangle quickly, it can restrict the throat and cause death by starvation, and another problem is that it cuts into the neck causing horrible infection which leads to a slow and painful death. A very poignant image that needs to be seen.
