I have the online Photoshop and noticed if I have a non JPG I want to convert to a JPG, it is no longer an option.  Am I doing something wrong or is there a reason for this?

One possible reason is that the file needs to be 8-bit to save as jpg.

Are you noticing this with specific file types like PNG, or does it happen across all formats you're trying to convert?
