I just subscribed to the Lightroom-Photoshop subscription this evening. Lightroom Classic works fine. Photoshop will not even open an image.   Before opening an image, I can move throughout the commands.  But once I select an image, I get a symbol of a circle of smaller circles. The image never opens.  I do only have 8GB of Ram and will get more but it should run on this.

It's likely a graphics card compatibility issue. First update the drivers for your graphics card and then reboot. If that doesn't fix it, you may have to turn off GPU support and just use the embedded Intel Graphics. If either of those don't work, call Adobe ;)
