My photo processing utilizes LR6 followed by PS6 in all cases. My desktop is quite new, purchased from Puget Systems. I have been going back to some old RAW images from 2005 and reprocessing them from the beginning and have done a large number of images, yielding first a TIFF file and then a JPEG. In the last day or so I note marked slowing in the clone stamp tool, the spot healing brush, and the horizontal type tool. A couple seconds elapse before the function begins. Any thoughts on why this is occurring and what might be done to correct it?

First make sure you save your workspace layout, the reset your photoshop preferences file. Then just reload your preferences file.

May I ask exactly what steps do I need to undertake in order to save my workspace layout?

Google has many results that show you how to do this, here is one, just save your workspace first to be sure you can get any customizations back:
