I just saw in the Nikon Z brochure on page 53 that the next update for NX-D will have Control points. Maybe Nikon has hired DXO to add back control points to their free RAW processor. 

"RAW file processing software with color control
points — Capture NX-D (free download)

Nikon’s Capture NX-D software is the
best way to process original RAW (NEF/
NRW) files without losing any of their
extremely rich data. You can adjust
options such as exposure compensation,
white balance, Picture Control, Active D-Lighting and noise
reduction using a slider. It also incorporates color control
points that let you edit the hue, brightness, saturation,
contrast, etc. of a selected area. JPEG and TIFF files are
also compatible." 

The picture next to this text block sure looks like what you can see in DXO Photo Labs Elite version.

Interesting, maybe DXO did this to get a cash infusion which they desperately needed to get out of "administration" or what we call Chapter 11 in the USA.

New versions Nikon View NX-i and Nikon Capture NX-D are available at Nikonusa for download. You must download both at the same time. When the download is finished, you will have Nikon View NX-i version 1.3.0 64 bits and NX-D version 1.5.0. Here is the link to download:

The new version of NX-D does contain color control points. When activated from the top toolbar, for a selected area of the file you can adjust Brightness, Contrast and Saturation. I tried it on a few images and it worked fine.
