Using Photoshop CC what should be used for the RGB workspace in color settings? North America general purpose 2 or something else? How does my monitor calibration fit into this scheme?

I am having difficulty in calibrating the monitor NEC PA 271W Spectraview II to 90 cd/m[sup]2[/sup]. It will only get up to 63 when running the calibration software. I had a problem with the brightness of the monitor in the past and NEC support had me change some settings on the monitor to refresh it, but I don't remember what I did and cannot find it in the onscreen menu as before.

I have had a problem printing not matching the screen image (Epson 3880) even though monitor calibrated and not using a high screen intensity, and allowing Photoshop only to manage colors. I wonder if the two above issues are the problem. It all used to work fine!
