Will a portable SSD (Samsung or SanDisk) provide any advantage (speed) over a 7200rpm Touro HD thru a USB3.0 port?

Yes, USB 3 is way faster than any straight HD can provide data at. The difference can be as much as 4x but likely you will see more like a 2 to 3x difference in speed.
