Adobe has started the price rise by doubling CC photoshop.  Learn to use other software.

Here in Australia it has gone up but has not doubled. I pay per year and it was 120$ when I started. I have just renewed for 140 something and have now been notified it will be 171.47 as of my next renewal in April 18. The benefits of paying yearly are at work for me.

"The current price of Adobe Creative Cloud Photography plan will change to A$171.47 per year incl.GST on 5 June 2017. During your current subscription term, the price for your subscription to Adobe Creative Cloud Photography plan will remain the same. At renewal, your price will reflect the local currency price on your renewal date of 24 April 2018. A reminder email with your new price will be sent as your renewal date gets closer. "

Where do you see it has doubled? Lightroom CC/Photoshop CC is still $9.99/mo.

Well my subscription is going up as in my quoted email from Adobe to me advising of the price rise as shown above. I am on the basic Photoshop + LR package except I pay it yearly. It was A$9.99 here in Australia when I first signed up too.

Shouldn't be a surprise, should it? Prices go up all the time for everything,including other software.
