It's very difficult to factor in the stupidity of the general public, no matter what continent you live in.  In the UK, deer are super skittish.  They will pick your scent and run way before you'll get close.  

Your side of the pond I've seen so many images shot with a 70-200 that I can only conclude access is different.  

Problem with that level of familiarity is the world we live in with idiots that want an image from their phone and have no idea about what they are doing with a wild creature.  

Idiots create their own danger, but who will pay for it!

The biggest problem with these incidents(and not just related to wildlife) is that it inevitably leads to further restrictions. I've seen people with cellphones following mother grizzlies into the bush to get images, but heaven forbid you to say anything to them.
