From my photo. Done in Photoshop. Defined the entire photo as a pattern. Then mostly used the pattern stamp tool (under the clone stamp tool) to dab over a gray layer. Changed brush tip and size. When selecting the pattern stamp, in the tool bar at the top choose the pattern you defined. If you also check the impressionist box, you get more variability to your stamp brush.
