Twirl got its name from the use of the Twirl Tool in Photoshop. Its very popular to "Twirl" in digital art circles this week. Basically a series of lines are created from a photo using different filters. Then the lines are twirled with the twirl filter in Photoshop. Layers, selections, transformations, and other filter effects are all blended together on top of one another.
No they do not have to be symmetrical like this example. Check out Twirl On! in Facebook for examples, or search "twirl". This started as a duck wading in the water. Larger sized samples of my work can be seen on Google Plus at https://plus.google.com/u/0/+JerryBarnettPhoto
