The original photo was a panning blur. I  then painted over it using Corel Painter. Painter has a function where you can change a layer into a digital watercolor layer which enables it to digitally react like watercolor functions. In this case, I digitally wet the canvas for a while. This lets the colors bleed and soak into the selected canvas showing some of the paper's texture and softening the look.
