We watched sibling young Common Terns for several days. They would climb to the top of a small sand dune face the wind and flap their wings.
On the third morning, the oldest of the two actually took off (much to it's surprise, I think) only to face plant into the sand a few yards down the beach.

Thanks all.
This juvie got named Wilbur and the sibling Orville. They persistently stayed on top of this small dune to practice their flying.
