What does dragging the shutter mean?  Is it to do with darkening the background when using flash as a main light either outdoors or in?

Hi

Basically and quickly it refers to allowing the shutter to stay open to mix ambient lighting into a flash exposure; hopefully avoiding those totally black surrounds

In addition to the above, you accomplish this by setting the flash sync to rear curtain or second curtain. You may have to lower flash synch speed too depending on your camera make and flash used. You want to see motion in the flash image, like a bride moving while dancing at her wedding

Pretty much. What you do while you drag the shutter is not part of dragging the shutter.
